Looks somewhat like (at least it reminds me of) Ableton Live. Maybe this is a keyword to search for. -Data

I think this was a mockup of a skin that someone wanted to see (and I agree it looks lovely!) But it wasn't an actual skin, and it appeares there are some restrictions in reaper that prevent it from ever going to happen. But maybe some skinner can get close.
