Reaper only takes 50 unique FX

How to replicate: 1.Install fresh reaper (portable). 2.Open Reaper. 3.Add a track. 4.Add 49-50 Different FXs. 5.Try to add more. Reaper shows FX unavailable. Same case on both laptop and desktop. Both on samsung SSD. Project File Here (I'm using AirWindows vsts so it's definitely not caused by CPU hogs) Is it a setting issue or is it a bug?

It's Windows' issue, not Reaper's. Use plug-ins as dedicated processes to to avoid such a behaviour.
